Project Overview
At the intersection of Mickler Road and CR 210/Palm Valley Road, potential improvements have been identified to address geometric and operational deficiencies. The North Florida Transportation Planning Organization (NFTPO) has identified the proposed improvements as a priority, along with previously completed projects such as the Roscoe Boulevard signal and the ongoing improvements at A1A/Mickler Road.
At the intersection, Mickler Road and CR 210/Palm Valley Road are two-lane rural major collector roadways. The existing traffic control at the intersection of Mickler Road and CR 210/Palm Valley Road is a roundabout. The roundabout was constructed approximately 20 years ago due to traffic needs and anticipated development at that time. A proactive plan to convert the existing roundabout into a signalized intersection is suggested to address the traffic impacts in the area. The proposed project is expected to improve safety for all road users and provide sufficient capacity to accommodate existing and future traffic volumes.
To further advance the NFTPO study, St. Johns County transitioned the project into an engineering study, followed by the design stage. Operational and Capacity Analysis
Operational and Capacity analyses were conducted by creating a detailed model of the roundabout at the Mickler Road and CR 210/Palm Valley Road intersection and evaluating its effectiveness. The analysis considered current and future traffic conditions assuming no changes to the current roadway. Results from this analysis, including Level of Service (LOS), were used to gauge the efficiency of traffic flow.
Level of Service (LOS) is used to describe how smoothly a road or intersection operates in relation to its capacity. Capacity is defined as the maximum number of vehicles that can go through a specific road or intersection in a given time. There are six levels of service, LOS A through F. Level of service A indicates excellent operations with little delay to motorists, while level of service F indicates extremely long delay.
How is the Roundabout Currently Operating?
The level of service and intersection delay were calculated for the roundabout at the Mickler Road and CR 210/Palm Valley Road intersection in the morning (AM) and afternoon (PM) peak hours of the existing (2019) and future (2030 and 2040) years.
The roundabout, in 2019 existing conditions, operated acceptably at LOS C. However, the existing roundabout is expected to experience unacceptable LOS F results during the 2030 peak hours.
Analysis Results
To address this operational inefficiency, a two-lane roundabout was analyzed. The improved roundabout would function acceptably at LOS C during the 2030 peak periods. However, this roundabout is expected to operate at a failing/unacceptable LOS during the peak periods by 2040.
As an alternative, converting this roundabout into a signalized intersection is recommended. This is expected to provide acceptable LOS results during both the 2030 and 2040 peak hours.
